What is the Educational Choice
for Children Act?
In January 2025, members of the US House and Senate reintroduced the popular Educational Choice for Children Act (ECCA), a new federal school choice program that would serve as many as two million students across the country.
The ECCA would provide K-12 scholarships for students to attend schools that best meet their educational needs. Under this bill, $10 billion in federal tax credits would be available for individuals and businesses that contribute to scholarship-granting organizations.
Similar to PA’s popular EITC tax credit scholarships, the funds could be used to pay for tuition, tutoring, special needs services, homeschooling curriculum materials, and education technology, among other eligible uses.
The ECCA would be historic, expanding school choice and opportunity to students in all 50 states.
